A new USD100bn spaceport has been announced for coastal Louisiana, with plans to create what could become the largest rocket launch facility on Earth. The proposed 125,000 acre site at Pecan Island in Vermilion Parish is intended to support future high-frequency Starship operations, with construction expected to begin in 2027 and the first launch targeted for 2029.
The project, named Starbase Louisiana, would become the company’s fourth launch site in the United States and its largest. Unlike the Texas site, which includes testing and development facilities, the Louisiana complex is expected to focus on launch operations rather than rocket production.
The scale of the plan is ambitious. The site is intended to support thousands of Starship launches per year, with long-term concepts including more than a dozen launch towers and very high daily launch capacity. Such a cadence remains dependent on major technical, operational and regulatory milestones, since Starship is still in development and has not yet become a fully operational reusable launch system.
The proposed spaceport would require much more than launch pads. The development is expected to include propellant production, power generation, deep-water shipping facilities, vehicle processing areas and potentially an airport. Deep-water access would allow large rocket components to be transported to the site, while on-site methane production and power infrastructure would support repeated launch operations.
This makes the project as much a civil and industrial infrastructure programme as an aerospace development. A high-frequency launch complex must integrate heavy foundations, cryogenic fuel systems, flame and exhaust management, launch tower structures, coastal access, utilities, transport corridors, storm resilience, emergency response and environmental controls.
The location also has orbital advantages. Launching south over Gulf waters could support trajectories suited to satellite deployment, including sun-synchronous orbit, which is relevant for solar-powered satellite systems.
The engineering challenge is complicated by the setting. Pecan Island is a coastal wetland landscape and a protected habitat for migratory birds. The site also sits in a region affected by marsh loss and coastal vulnerability, making environmental management central to whether the project can proceed at the proposed scale.
Project representatives have said large portions of the land would remain undeveloped and that funding would support wetland protection, restoration and stewardship. However, a launch complex of this size would still require extensive regulatory, environmental, wetlands, natural resource and launch-related reviews.
The site had also been connected to a long-running legal dispute over coastal drilling, canal dredging and wetland loss before a recent settlement cleared the way for the new launch proposal.
The key issue will be balancing industrial capacity with coastal sensitivity. The project will need to address ground conditions, flood exposure, hurricane risk, access logistics, noise, debris, plume effects, habitat protection and long-term maintenance of coastal systems.
If realised, the Louisiana spaceport would represent a major shift in launch infrastructure, moving from occasional launch campaigns toward an airport-like model for reusable rockets. Its success will depend not only on rocket technology, but on whether the supporting ground infrastructure can be designed, permitted and operated safely in one of the most environmentally sensitive coastal settings in the United States.
